1. Assessment, Design & Implementation of MELA Functions

Review, design and implementation of Monitoring, Evaluation, Learning and Adaptation (MELA) policies and Systems, including structuring and staffing the Function.

Contigent evaluation methogologies, data Management (Collection, Collation, Curation, Analysis, Quality Assurance) and utilization for reporting, learning and adaptation (Knowledge Management).

MELA capacity development for Executing and Implementation Agencies.

Support for Project Proposal Appraisal, Project Completion Report, and other MELA-related tasks including development and/or reconstruction of theories of change.
2. Impact, VfM, Scaling-Up Assessment and Strategy

From a holistic perspective adopted by BB INCOMA, VfM (value-for-money) does not mean always undertaking the cheapest option ; it is conceptualized as geared to obtain a better understanding of what are the main drivers of project/ program costs, and how to achieve the desired quality and impact at an optimal price.

The proposed holistic 4Es-VfM Model is intended to be a management tool as it aims to explore scenarios of VfM achievement at both the design, implementation and scaling-up phase of the project/ program/ policy/ strategy, including once the investment decision has been made.

On a client-demand basis, BB INCOMA can complementarily conduct traditional economic analysis for investment decision and a holistic 4Es-VfM Model extended to “Ethics” (to form a 5Es framework) for VfM creation/realization, as well as a risk-based program scaling up assessment and plan.
